And three years ago, a potential pollution hazard discovered by our reporter in the local area has been rectified.

However, this reporter found that most API companies on both sides of the strait are quiet, and the guards said that the factories are shutting down for maintenance. The secretary of the board of a listed company in the park told reporters that the suspension of production and maintenance is necessary for all medical and chemical companies, at least once a year, usually during the high temperature or during the Chinese New Year. The environmental supervision storm has limited impact on large companies.

Our reporter noticed that many listed companies in the park are expanding new projects.

Incomplete statistics show that as one of the developed areas of the pharmaceutical and chemical industry in the country, Taizhou has 114 medical and chemical enterprises.

Zhejiang Chemical API Production (Export) Base is currently the only national-level chemical API production and export base in China. The base is composed of two geographic sections, the Shayantou Medical Chemical Park on the south bank of the Taizhou Bay and the Linhai South Sichuan Park on the north bank. The total planned area is 30 square kilometers.

Waishayantou Medical and Chemical Park, Jiaojiang District, was founded in October 1998. Because of its geographical location near the sea, this block was considered to have good atmospheric diffusion conditions and large environmental capacity. In 2011, Taizhou City initiated the transformation and upgrading of the medical chemical park industry, taking "retreat, transfer, and promotion" as the fundamental way to further optimize the spatial layout, product structure and corporate structure, reduce organic waste gas emissions from the source, and strive to promote medicalization Sustainable development of the industry. In November 2014, our reporter went to Yantou Pharmaceutical and Chemical Park for field interviews. On the side of the Xindonggang plant near the river embankment, the reporter saw a white fiberglass pipe directly extending into the drainage pipe of the Jiaojiang River. The pipeline protrudes from a small house connected to the fence of the Xindonggang Pharmaceutical Factory. After passing through the embankment, it is directly buried in the silt by the Jiaojiang River. The nearly 100-meter-long river surface near the drainage outlet of the pipeline has been dyed black and yellow. At that time, the Jiaojiang Branch of the Taizhou Municipal Environmental Protection Bureau responded that the pipeline was a rainwater outlet in Shitiaogou, Jiutiaohebei, Jiaojiang Medical Chemical Park. It may be that historical sewage entered the rainwater pipe and was discharged into the Jiaojiang River.

When the reporter arrived at the drainage outlet site, the local weather was fine, and he saw that there was still a steady stream of black "rainwater" draining straight to the Jiaojiang River.

In response, the Jiaojiang branch replied to this newspaper in November 2014: Shitiaogou has been polluted and deposited for decades. As the tide ebbs and ebbs in the sea, wastewater with different odors and colors accumulates outside the walls of the enterprise. Drain the drain. At present, the comprehensive improvement plan of Shitiaogou has been issued, and the drainage canal project has entered the bidding stage, and the bid will be opened in late November.

On September 3, our reporter saw on the scene that a small house connected to the fence had been demolished. However, the general improvement project of Jiutiao River (medical chemical park section) shows that the main river is about 2.8 kilometers long, and the two sides of the bank are mostly medical chemical enterprises. The current water quality is inferior to Class V, which is a black and smelly water body. Due to historical reasons, the water of the Jiutiao River and the polluted groundwater in the park are interconnected and converted. Although the district government has carried out multiple rounds of rectification, the effect is still not satisfactory.

The transformation and upgrading of Waishayantou Medical Chemical Park still has a long way to go.

Huahai Pharmaceutical is just a typical sample of the transformation of many API companies in Taizhou. However, behind the transformation and upgrading is continuous capital investment.

The financial report shows that Huahai Pharmaceutical's pollution discharge fee in the first half of 2017 was 64.58 million yuan, accounting for 2.7% of operating income; research and development expenses were 177 million yuan, accounting for 7.5% of operating income.

A person in charge of a large pharmaceutical company in Linhai Medical Chemical Park once told this reporter that a new set of sewage treatment facilities with a daily treatment capacity of 2,500 tons and supporting high-concentration wastewater pretreatment facilities will require more than 50 million yuan; on the other hand, it will process 1 ton The operating cost of sewage is about 200 yuan, and it costs 500,000 yuan to process 2,500 tons a day, which is an astronomical figure in one year.

The person in charge of the above-mentioned pharmaceutical company believes that under the environmental storm, the API industry has become a game for "the rich", and small and medium-sized medical companies that cannot afford it will be eliminated even if they are transferred to inland provinces. On the one hand, because they produce all "bulk goods" APIs, they simply cannot invest in environmental protection. If they do, the company will have no profit at all. On the other hand, the finance of the economically developed Linhai City has pressure on the expansion of the sewage treatment plant and hazardous waste disposal center in the park, and the pressure on the investment of public environmental protection facilities by the finance of economically backward areas can be imagined.
